This picture depicts how big and empty the place is now. It was a mill, then a Halloween-time haunted house, and now an unrestored historic site. Which is, allegedly, actually haunted.
The Mill may be empty but it was a busy day in Gotham City. Here we have a kind orderly escorting Mr. Riddler to Arkham Asylum.
